Amerikaanse senaat keurt wetsvoorstel tegen cryptomixers goed
- Amerikaanse senatoren zijn van mening dat crypto-activiteiten moeten worden gereguleerd om fraude en situaties zoals de ineenstorting van de FTX in 2022 te voorkomen.

Instellingen die zich bezighouden met cryptohandel, privacymunten en cryptomixers kunnen binnenkort het doelwit zijn van nieuwe Amerikaanse regelgeving. De National Defense Authorization Act (NDAA) van 2024, ter waarde van $886 miljard, bevat een amendement dat privétransacties en illegale activiteiten aanpakt. Interessant is dat Amerikaanse senatoren van tegengestelde kanten van het crypto-debat een onwaarschijnlijke alliantie vormden bij het goedkeuren van het pakket.
De NDAA is een stuk wetgeving dat een budget toewijst aan het Amerikaanse ministerie van Defensie. Een groep senatoren, waaronder Cynthia Lummis, Elizabeth Warren, Kirsten Gillibrand en Roger Marshall, heeft echter een cryptogerelateerd amendement op het wetsvoorstel ingediend.
De aanpassingen zijn ontwikkeld met elementen uit de Wet verantwoord financieel innoveren, die beoogt daarin te voorzien waarborgen om een enorme ineenstorting van de crypto-industrie te voorkomen, en de Digital Asset Anti-Money Laundering Act, die voor het eerst werd gepresenteerd in 2022.
Senator Gillibrand legde de amendementen uit en zei:
This amendment requires federal regulators to enact strong examination standards that will help prevent the utilization of cryptocurrencies in illegal activities. This is an important step in appropriately regulating crypto assets, and I’m grateful to Senators Lummis, Warren, and Marshall for their hard work on this legislation.
Warren added that “the most urgent problem in crypto today is its illicit use by rogue nations, ransomware gangs, drug traffickers, and cybercriminals.”
The amendment requires the establishment of standards for cryptocurrency to ensure that crypto service providers comply with relevant sanctions and anti-money laundering legislation. Republican Senator Marshall expressed hopes that the amendment “will set commonsense standards to ensure that proper guardrails are in place as crypto use continues to grow across the world.”
Interessant is dat het Amerikaanse Huis van Afgevaardigden onlangs geslaagd its own version of the NDAA, which contains amendments on abortion and diversity programs. So, there’s likely to be a political conflict unless both chambers collaborate to find concessions and develop a new acceptable draft. If that happens, there’s a possibility that some amendments, like the one aimed at privacy coins and crypto mixers, might not make it into the final version.
